The fastest compliant ways to buy from us

Most of what we sell sits under a threshold that lets you skip a formal competition. Here is what each path needs from you, and what comes back.

Federal

Three federal paths

Thresholds reflect the FAR 2.101 inflation adjustment effective 1 October 2025. Your agency's deviations and your warrant control; we follow your instructions.

Micro-purchase

up to $15,000

Government purchase card, no competition required, distributed equitably among qualified suppliers (FAR 13.201–13.203).

  • Email the item, quantity, ship-to, and need-by date
  • We return a written quote and accept the GPC
  • Receipt and invoice by email
FAR Part 13 · GPC accepted

Simplified acquisition

up to $350,000

RFQ or combined synopsis/solicitation. Set aside for small business when two or more responsible small businesses are expected (FAR 19.502-2), and HUBZone set-aside or sole source is available (FAR 19.13).

  • Post to SAM.gov or send the RFQ directly
  • Quote within one business day, in your format
  • Firm-fixed price, SF-1449 / SF-18 as required
FAR Part 13 · 19.5 · 19.13

Sources sought & market research

any size

Send the sources-sought notice or RFI and we respond with a capability statement written to that requirement, so you can document small-business interest before you set the acquisition strategy.

  • Include closing date and requirement summary
  • We reply in the requested format and page count
FAR Part 10 · 19.202-2
Registration status. SAM.gov registration (UEI/CAGE) is in progress for the new entity; identifiers post to the vendor file the day they are issued. Until then we can respond to sources-sought and market-research inquiries, and quote purchase-card buys where your agency allows unregistered micro-purchase vendors. One-page capability statement (PDF).

State of Ohio

OhioBuys and state institutions

We are enrolling as a supplier under the commodity codes that match our capabilities. Once active, agencies, boards, and universities can find us in the supplier directory and invite us to bid events directly.

  • Direct purchase and quotes. Send the requirement by email; the written quote suits your purchase-authority documentation.
  • Bid events. Invite Scioto Sourcing in OhioBuys and we respond inside the system with every required attachment.
  • Cooperative purchasing. Political subdivisions buying through the state's cooperative program may use the same quote.

Local

Counties, cities, villages, townships & school districts

Local purchasing in Ohio is set by the Revised Code and by your own purchasing policy. We follow whatever your fiscal officer, law director, or prosecutor requires — quotes on letterhead, W-9s, certified bids.

Quotes under your bid threshold

Counties (ORC 307.86), municipalities, townships, and school boards each carry a competitive-bidding threshold and a written-quote practice below it. Email the item and the quote comes back the same day for your file.

Verify your current threshold with your legal counsel

Advertised sealed bids

We check nineteen county and city bid pages daily and watch newspaper legal notices across Ross and the surrounding counties, then submit sealed bids in the form you advertise.

Questions buyers ask

Quick answers

If yours isn't here, email it — the answer comes back the same day and usually ends up on this page.

Do you accept the government purchase card?
Yes — for micro-purchases and for larger orders where your agency authorizes card payment.
Are you HUBZone certified?
Our principal office is located in a designated HUBZone. SBA HUBZone certification is applied for once the entity is formed and registered in SAM.gov. Until it is issued we do not represent ourselves as HUBZone-certified on any offer, and we will not bid a HUBZone set-aside.
Can you meet brand-name-or-equal requirements?
Yes. We quote the exact brand where specified, and document salient characteristics for any proposed equal.
What won't you bid on?
Work that needs certifications, licenses, bonding, or infrastructure we don't have — security clearances, CMMC, licensed trades, and heavy construction. We say so up front instead of submitting a non-responsive offer.
What's your delivery area for on-site work?
South-central Ohio. Shipped goods and remote IT and data services are nationwide.
How do I get a capability statement?
Download the one-page PDF, or email us for one tailored to your requirement.
